Most people consider 120/80 to be "normal".
What is high? Well, when I was just out of college, I didn't know what I know now, and didn't take care of myself as I should. I let my blood pressure go as high as 179/97. I was a walking time bomb. That's definitely too high.
Through diet and exercise, twenty years later, I now average 135-138/84-87. That is considered to be slightly high, in the average range. I have never taken any medication for it, and intend to avoid that in the future.
Unless you have a serious congenital problem, you should be able to keep your blood pressure in a safe range, through regular exercise and sensible diet.
